Add Toggle for Violation Emails to only send to Primary Driver

Currently, violation emails (Violations tab > List overdue: User type) currently go out to anyone that shares the vehicle information. Ideally, there would be a toggle to have the violation email only go out to the Primary Driver or an option to exclude non-primary drivers in the search. The table shows all associated drivers, which means the Excel export would need to be changed as well.

Possible change could be a group of buttons or dropdown that lets you select the options: Show Both, Show only Primary Drivers, and Show only Secondary Drivers.
