Current functionality is that when an admin is on a user's profile and selects the parking tab, the default view shows lots available to the user only. The admin has to click the drop down and select "all lots" in order to purchase permits for this user in lots that the user does not have access to.

We could make it so the drop down choice is remembered on a per-admin basis, so each admin will only have to change the setting to their liking one time, and it will remain the same on each user profile that admin visits.
