[PARTIALLY IMPLEMENTED] Custom Messaging for Inactive QR Codes Page Redirect

Currently, when a QR code is sent out but not yet activated, users who scan it see the message: "This lot is no longer available."

This can be misleading, especially for events or reserved parking that hasn’t started yet. We'd like the ability to customize this message to something more accurate and informative, such as: "Parking information will become available on the day of the event. Please check back."

This would improve the user experience and reduce confusion or support inquiries. Ideally, the system should allow admins to configure this message based on the use case (e.g., event parking vs. general availability).
