Allow Editing of Printed Violations on Handheld to Add Proof of Ticketing

Current Behavior: Once a violation (ticket) is saved and printed using the handheld, the system considers it finalized, At this point, officers are unable to add additional photos through the handheld interface. While administrators can upload photos via the Admin Portal after the fact, this functionality is not available directly on the handheld post-print.

Problem/Need: To take photographic proof of the printed ticket on the vehicle's windshield as evidence that the violation was physically issued. This serves as important evidence in cases where violators appeal due to claims that no ticket was ever issued. The inability to attach this photo directly through the handheld after printing can weaken the evidence trail and introduce unnecessary administrative overhead.

Workaround: The only way to include a photo of the ticket on the windscreen after issuance is to take the photo outside of OPS-COM using the handheld’s camera, and then manually upload that image via the Admin Portal afterward.

Suggested Enhancement: Allow limited post-print editing of violations on the handheld—specifically, the ability to add photos or notes for a short grace period after the ticket is issued. This ensures officers can easily include a photo of the ticket on the windshield for future auditability.
