Invoices for temp permits

Currently the system only supports invoices for standard permits.

From training: 
  •  they want to invoice temp permits and validations, but the current system only supports invoices for standard permits.
    • Temp permits could appear on the invoice the same way standard permits do.
    • For validations, it's difficult since there's not a price attached in the system, but there could be a feature for an admin to manually add items to an invoice (typing the name and cost of the item, etc.).
