[WIP] Multi-factor email notification for Admin Side
We already have SAML setup for our students to request permits.. but admins login directly using external credentials .
Can we change admin auth to also use SAML too? Or if not is there another way to get MFA in front of admin users?

Add Toggle for Violation Emails to only send to Primary Driver
