Notify admin when a violation is appealed

Email notification to be sent to an admin when someone has appealed a violation. Currently, the admin has to regularly check the appeals report page to see if there were any new appeals submitted.

Early implementation sent notices to default system account. 

Phase 2:  create an email config option to allow custom email address or that can be left blank if no notifications are to be sent.
