$0 Payments for Granted Appeals Should Automatically Process
When we grant an appeal and update a ticket to a warning with no fine, I still have to process the $0 payment. If I don't submit a $0 payment, it shows up on our Overdue and Unprocessed Payments lists.
Those should automatically process a payment or show that a payment is not needed when I submit the appeal as granted, without me going through all the screens to submit a $0 payment.
