Scheduled task to remove unpaid cart items, only remove user submitted items

A user has asked that the midnight list system task -- that removes unpaid items from user's carts after a set amount of time -- be changed so that it will not remove items assigned to user's carts by administrators, and will only remove the items assigned by users. This way admins can assign users items to be paid, without losing them if they aren't paid quickly enough; while still using the system task to clear all other unpaid cart items.
