[RELEASED] Separate Permits Translations on the User Side

Currently, the "Permits" from the user's homepage and the permits from the side menu/the permits purchasing page are using the same users_menu > permits translation. It would lead to less user confusion to separate them so the translations could be changed to something along the lines of "My Permits" and "Buy a Permit".
