The ability to resend a receipt from a QR code checkout transaction

 The ability to resend a receipt from a QR code checkout transaction. 

When as user uses a QR code to buy a temp permit as a guest (not logged in) they wil innitially be required to provide an email address, where their receipt will be emailed to. Some users are requesting a way to reprint this receipt from the administrator side.

      Currently, violation emails (Violations tab > List overdue: User type) currently go out to anyone that shares the vehicle information. Ideally, there would be a toggle to have the violation email only go out to the Primary Driver or an option to exclude
