[RELEASED] - Toggle Auto-Chalk Feature for Manual Chalks vs LPR Chalks

Currently in the legacy handheld app, the auto-chalk setting applies to LPR chalks and to manual searches. It would be great if we could separate, or turn off, auto-chalk for manual plate searches. The Beta Enforce LPR app auto chalks but not for manual searches yet. Creating a separate setting that could be toggled for the auto-chalk on the vehicle search page is one option. If a word or column can be created to act as a differentiator between manual searches and auto-chalks, then that information could either be displayed in a dashboard widget or in a patrol officer report.

For now, there's a Patrol Officer Chalks graph on the dashboard that can be used that will show all chalks. In the future, we plan to improve on that widget by making it more like the Tickets by Officer widget, with a direct link to the patrol office admin page. Chalk widgets could be displayed beside the violations widget for comparison.

      A customer might select "Cancel Permit, Renewal Status" on the user account (It's "Prevent Rollover" on the Admin side) on their permit and the status will change to "Not Renewing". Customers see this thinking they stopped their auto-renewal. Actually
