Toggleable option for changeable payment types

There is an option on the admin side, for purchases, to retroactively change the payment method:



One of the payment methods used for reporting, "Sent to Student Accounts", cannot be selected from this list. Upon further inspection, it looks like this is a feature of certain payment types, but can't be changed:



It would be convenient to allow this option to be toggleable from the admin site.
