Unknown Users - Pay All Violations on License Plate at Once

Create a new page that allows admin to search for a plate, and show the violations for each plate.

Search by plate

List by plate

Show each violation for the plate

Show a total value for the violations on each plate

Have the option to select the plate and create a guest user for the plate if they belong to an unknown user.

This will associate all the violations from the plate to the user so they can be payed for all at once.
