User can't remove vehicle improve help text displayed to user

Currently when a user is allowed to remove vehicles from their profile there are some things the code/system checks for before allowing them to do so.

For example if the vehicle has any permits or unpaid violations associated to it.

In this case it was because there was a pending permit payment, once deleted the vehicle was allowed to be removed, but the user and admin didn't know that based on the error message displayed.
