[IMPLEMENTED] Send email receipts for automatic permit renewal
Currently, if a user manually pays for a renewed permit, they get an email receipt. However, if the permit is paid for using the Rollover Payment Processing page, no receipts are sent out. I think this is a holdover from when permit renewals were only done using payroll deduction instead of charging a card.
The request is to add functionality so that users will get an email receipt when their permit is automatically renewed. This would make sense, since most subscription services (Netflix, Spotify, etc.) send an email receipt when the user's card is charged for a renewal.
