Notify admin when a violation is appealed
Email notification to be sent to an admin when someone has appealed a violation. Currently, the admin has to regularly check the appeals report page to see if there were any new appeals submitted. Early implementation sent notices to default system account.
Include credit on invoices
"credit" (i.e. an adjustment in the user's cart) is not getting included on invoices. It appears that this is because invoices only include permits from the user's cart, not other items such as adjustments. CW1-T56
